I like Spence and think he has talent. But said talent can be ruined by bad opposition.
And Haymon is doing exactly as he planned.
Leverage other peoples money to buy all TV rights (except HBO really) and have his fighters fight paper records. Then sell as much advertisement as you can fit in 2 hours of less than 1 hour of boxing.
